The biggest problem Kyoto is facing

Today Kyoto is became a dead city in the way that people don't work anymore and children must found food alone and they wander in the street. Parents don't take care of them.
Streets, shops and offices are empty. The situation becomes worring ! The population is inactive.
If it keeps going like this, there will be no more activity, the economy will collapse particulary the counterfeit wich will lost 10% of its production. People live like if everything was normal and people who come in this city as well.

The population of Kyoto is in danger because they don't eat and don't move. They wast away. This gamers are prisoners of the virtual reality !
How did they fall down in this situation and how can we save them ?
